Back when Loki had taken over the Underworld's magic, restructuring the Underworld's core with him as the center (and still to this day!), the aftershocks of the magical turnover created many little invisible spaces and gaps "between" and "behind" physical spaces of the Underworld. Thus the pocket voids were born! They're almost impossible to find: shifting and infinite, private and discreet... unsettling and empty. Kind of a collection of "backrooms" of the Underworld, liminal spaces that no one but Loki, as their accidental creator, can get into. Only he knows how to thoroughly navigate them...
..Except Chal can also get into the voids!
First located by Chal by happenstance while she was on the run from Ker long long long ago, Chal has always been able to break into, reside in, and teleport through the voids. It's even where Chal was discovered and "captured" by the gang when they'd brought her to the Elysium house.
Though she hadn't known her own realm until very recently, Chal's role as Goddess of Reincarnation - a slipping of shades across the thin life and death veil - has granted her unprecedented access to slipping across the thin veils of the spaces of the Underworld itself. Though she can't typically NAVIGATE them like Loki, she's the only person besides him who can easily enter.
